Is there a time limit to when I can make a case from an auto-accident?

In NJ, the statue of limitations for personal injury cases is 2 years from the date of the accident.  This basically means that you have to file your lawsuit in court before the 2nd year anniversary of your accident.  BUT...there are important exceptions to this rule.  For example, if you are suing the government, you must give them notice within 90 days of the accident or you will be barred from suing them.
